Default Finland at Centre of Russian Surveillance Efforts

"Finland is a clear area of focus for Russian intelligence efforts. This can be deemed by the number of diplomats Russia has assigned to Finland -- far more diplomats are posted in Finland than for example in the United Kingdom."

In addition to the Helsinki Embassy, they have two big consulates in Western Finland,Turku and Åland islands. These are probably also used in SIGINT out side of Finlands borders.
Turku consulate, little big for just stamping visas.

Everything they can. Industrial, political and miltary intelligence..
But we do the same, thats how it works.
We dont even know the real size and budget of our military intelligence,
i can say from the little i have seen these guys that they are really professional.
SUPO isnt as secretive but they operate only in Finland. To my knowledge are considered very good in counter intelligence by all foreigners.

Well im sure they feel that they cant trust us 100%. One excuse for winter war was that Finland was too near Leningrad. With modern weapons, St.Petersburg is closer that it was then, so is Northern Fleet and numerous other strategic targets. They have said openly relations would get worse if Finland joined NATO. The Finnish defence doctrine is also changed from passive to active. "Potential acquisition of the deep penetration version, based on the successor to EADS's Barracuda unmanned reconnaissance air vehicle demonstrator, is also under consideration, says defence minister Dr Seppo Kääriäinen.
