It's seems that lone merchants only zig-zag if they become aware of the presence of an enemy ship by visual means.
So, I put two T1s at long range (surface dusk heavy seas) into a merchant. Being that it was unable to spot me, it continued on a straight course despite having taken two hits. In other words, getting hit by a torpedo is not sufficient indication that there is a threat observing you. That's funny! ![]()

Well, yet another case of SH1 ahead of SHx. In SH1 as soon as a dud blows, you hear the Japanese escorts go active.
