Default wind direction and storm movement?

Was wondering if storm movement is modelled with wind direction? i.e. if the wind is out of the south blowing north, and I want to get out of heavy fog, will moving south get me out of the storm quicker?

Also, when it says wind 195, I'm assuming that means wind is from 195 blowing to 015 as in real life?

I don't think weather systems are modeled into the game. It just gives you random weather where you are
