I'm kind of confused about the spread angle for torps. Is it an indicator of the angle between the torps at the point of impact or when they leave the sub?

It's based on the angle to the center (long axis) of the sub. Which means the farther from the sub the target, the greater the meters of distance between the torpedo hits for a given angle.
Pretty sure on the TDC map you can see multiple lines coming out of the sub to get an idea of this. If you fire two torps, one goes left and one goes right. If three, one goes left, one goes right, and one goes straight down the middle. |

Think of it as a fan (actually that's what it's called, a fan shot) the torpedoes selected bill fire as a salvo, one after another. The greater the spred, the wider will the fan at the end of it's run. Like Rykaird says, when you select a fan shot, the spread will appear on the plotting sheet of the TDC screen.

As a rule of thumb when the target is close you can opt for a large angle (3-5deg) to ensure that all of the torpedoes will hit. When the target is far away things are more difficult, but to ensure hits try to set up for a small angle spread (1-2deg).
