Neither matters much. What does count is renown. It allows you to make improvements, get better crew, transfers, promotions etc.

Depends on the crew getting the gongs or promotions or you as the player. If it's you the player you are referring to then neither. Renown is the single and most important part as it allows you to gain extra bits for your sub.

Get a lot of renown, the better your renown is the higher you get promoted.

For your crew, giving medals (the higher level ones) will give them more stamina -- they won't get tired as quickly. Giving them promotions means they'll make the green bar a little bit bigger when they're in a room -- qualifications have a similar effect. That might reduce fatigue collectively for that room in the long run, but it's so subtle, it hardly matters, really.
Will they do their jobs any better? I doubt it. IMO, the lookouts & and hydrophone operators are the biggest flakes on the boat, even with medals & qualifications. ![]() Mach's gut!
