Default Unable to upgrade to VIIC

So it's now August 1940, and I am not able to choose a VIIC boat, or any other for that matter although a VIIC should be available according tot he community manual. I was originally in 1st Flotilla, but tried transferring to both of the other available flotillas in hopes of being able to. No dice. Any thoughts?

P.S. IXC wasn't available either when I went to 7th, although an IXB was.

Is the Type VIIB available? I'd have to check this but I think the VIIC comes out later in early '41, with a thicker hull to withstand the depthcharges. Check www.uboat.net.

In stock and GWX the VIIC is usually available to 1, 2 and 7th flotillas by April 1940.

Are you using SH3 Commander with the "Historic U-boat availability dates" option checked? This makes the boats not available until later. 1st Flotilla - March 1941, 2nd Flotilla - never available, 7th Flotilla - August or September 1940 (See the SH3Cmdr help.html file in your \SH3 Commander folder for details).
