welcome, squarejaw.

to answer your question, it is difficult to say. you have not posted your SH4 config. (JSGME-Tasks-Export to Clipboard-Paste here (ctrl+v))

let us say you are playing SH4 v1.5 (Stock), for the moment.
congratulations on making it into Tsursaki. not an easy task.
what are the targets you see in the scope?
if they, individually, do have have high enough renown as defined by the mission objective, then you will not be allowed to take a photo of them for credit.
allow me to explain.
every target has a renown value.
the photo mission has an objective that requires photos of targets with a minimum renown value.
if there is no target with a high enough value, oh well, too bad, so sad, you came all of this way for nothing. (kind of like shooting torpedoes that dud or run deep (lol)).
so, what can you do about this? well, at this point in the mission, the conditions to fulfill your primary objective are out of your hands. the worst that will happen is that you will not receive the 300 renown for satisfying the objective. reverse course, sneak out of the harbor and go and sink some ships to make up for the lack of photos.

good luck, Herr Kaleun!

Are you using the observation periscope? Been a while since I've done a photo recon, but seem to recall you need to use that scope. Locked onto the ship?

It uses a 15km radius MapZone as the photo area, and you need something that can do 200 renown points - that "Photo value" of 20 is 10% of that... then as suggested, you need to be locked onto the proper target. It should only take one picture to complete the mission. Anything you can lock onto that is worth 200 points or more, should fulfill the Objective. But, a DD might only be worth 120-150 points, but something like a Nippon tanker would be worth 400 points... While the orders insinutate "anything", it really has to be either a cruiser or larger, or a medium merchant or larger...
