How do you load your external reserves after you launched all you internal torps?

Surface Have crew in the torpedo compartment, Have an officer at the weapons station Use this officers weapons management screen to drag and drop the torp from the external storage to an empty internal storage spot, The crew does the rest

WELCOME ABOARD, both of you!

Synthfg gave good advice, but be aware that once you drag the torpedo to the empty internal slot it won't appear to change. If you hold the cursor over the external torpedo you'll see a number telling you how far along it is.

Don't forget that you also can't be at silent running. I've made that mistake before.
