This was driving me nuts.
Here's a copy with the default UnderwaterFogEnd value set back to 14. Now you can see underwater great distances, again, even at night.
My sky was not black during the day. I used the TW scene.dat and simply changed the fog value back. Should work if you're using TW.

You might want to backup your TW scene.dat file, first, just in case. If you're using Mod Enabler you should have plenty of backups already, so I'm just shipping the modified DAT above. It extracts in the current directory because I'm lazy.
