i remember that in sh2 someone had come up with an excellent 'mod' whereby radio messages were encoded and required decryption via an external enigma emulator app (such as the brilliant http://users.telenet.be/d.rijmenants/en/enigmasim.htm )...
does anyone recall who the author was and if the mod is still floating around somewhere and, if so, where?
i'm thinking of putting some time into doing something similar for sh3, but would really like to employ the previous version as a reference ('no point reinventing the "wheel" as it were! ;) )

That would be actually pretty simple to do.

Just take the radio messages you want, code them and add the settings which are to be used for decoding to the message.

It would be nice to have somekind of randomizer, so the settings would be different each time, but that would propably be too difficult to make.

I´m not a modder, tho. So these are just guesses.

that kind of messages would be encripted (base changes, taskgroups spotted and such)

I believe it can be a a SHCommander thing. Like the Thermal Layer mod. A patrol contain a txt file using a cripted pass, while another patrol contain another messages cripted pass. All these messages txt file in, like 10 different folders...

My only beef with this idea will be to use external programs to decifer.

But without the SDK, it´s most likely impossible to have Enigma ingame.

Not sure if it´s even possible with the SDK!
