All the destroyers in my game are completely passive. They just sit still, not attacking. They know I'm there, shooting at them, just 500 meters away, but they do nothing.

Some things to check:-

Validate the IRAI is installed correctly
Re-check your settings for Warship AI (within IRAI)
Were the ships stuck (run aground or with other ships to close)
Are the ships docked

I think if you use TheDarkWraith_DC_Water_Disturbances_v2_0_SH5
then you should alter the
C:\Ubisoft\Silent Hunter 5\MODS\IRAI_0_0_30_ByTheDarkWraith\data\Scripts\AI \init

also you should start a brand new campaign when using a new or altered mod
