I mucked around with this before but wasnt happy with it .
What i wanted was to get rid of the points system and have everything based on crew morale and a maintenance program . Everything would be on demand actions , not passive .
Lets take the Submarine-TurningRate as an example .
This is a passive ability so once you pay the points and aquire it it stays on . I am pretty sure you can make it an active ability on demand .
So what i wanted was to turn it into a maintenance action . You would click on the officer and activate the ability , this would last 1 day and increase the turning rate +10% . This is the officers maintenance program for the steering system for the day . The officer would lose 1 morale point for 24 hours .
