Buried in the TMO 1.9 thread is the answer. Resizing the screen is unnecessary.
If the HUD prevents you from maning the flak gun(s), tap the ./Del (period/Delete) key on the Number Pad on the keyboard. The HUD should fall away, and enable you to man the flak gun(s). It takes less than a second for the HUD to fall away. Move the appropraite crew to an the flak gun(s). Fire away.
Tap the ./Del key a second time and the HUD will reappear. It takes less than a second.
Note: You may have to activate the Num Lock key on the keyboard first, but I am not required to do so on my keyboard.
Remember, crew topside are vulnerable to depth charges and fire from enemy guns. Move them to secure quarters when submerging if the enemy is engaging unless you decide to return fire.
