I just made a mission based on Dutch Harbor, AK. I put a Harbor there with several ships and some Enemy aircraft and ships attacking it.

When I went in to play the misison, I couldn't figure out why some of my ships were sitting on the harbor sea walls!?? Finally I figured it out. I didn't need to add my own harbor and ships there. Even though the Mission Editor shows nothing there at all, the harbor IS THERE!!!

How the Hell am I supposded to create a mission using a game base/harbor that does not show up in the Mission Editor? Do I have to Guess where it is?? Dam, what am I missing here??

Create your new mission with the various parameters. Then use the Merge function (near the saves). It will prompt for a file, select the Campaign_LOC.mis file, do not check the savable button.

You now have the harbors, etc on the map. so you know where you are. You can add the harbor traffic to see that as well.

There's a sticky here in this forum:

Awesome Tater, thanks a lot.

Sure wish there was a manual for the ME.

Most harbors are in that campaign files listed above so they don't have to be
made from scratch. There are a few exceptions like Truk that are not in the
game files. But you have to load that file in your mission editor so you can
see them. You can make a single patrol by just adding your sub if you want.
The game will supply the rest unless you want a specific thing to happen at
a certain place on the map, then you insert those ships yourself...
