Default [REL] Fix to start TBT screen with Torpedo panel closed

It's been bugging me from the beginning that when you go to the TBT screen the torpedo tube panel starts out open/extended instead of being "closed" like the other two TDC panels do. Thanks to the inspiration of ustahl's thread about the PK panel (see here: http://www.subsim.com/radioroom/show...493#post531493 ), I finally figured out how to tweak the torpedo tube panel so it will start out closed when bringing up the TBT screen, and still open up properly when you click the slide-out handle. This is another really simple one - the only change you need to make to the menu_1024_768.ini file is as follows:

PS - as with all these tweaks - I have tested this only with, and it only works with this exact number change, if you're running at 1024x768 resolution - if you're running a different/higher resolution, you'll need to use a different number to get it exactly where you want it.
