The car would be classed as 'classic' rather than veteran or vintage.

If by bit of a dick you mean the owner is a fool, then most certainly the answer is no

@ eisenwurst... if by the Old Bill you mean the uniformed British police then no, and if by Gumshoe you mean a private detective, then no to that as well
