Ah no, now i think it is a 'backpack' modular dry dock shelter (DDS) used to house SEAL Delivery Vehicles and other transportation devices used by special forces personnel.
Maybe aboard an Ohio class sub (?)

The pulley is also a permanent part, it has not just been temporarily installed.

The bigger 'thing' has already been one of the subjects of a thread some months ago.
