I had exactly the same problem as Niume !

This is what I made exactly :

I deactivated all the mods with jsgme

I deleted all the .cam files in :
- (mod) WarAceCampaign 4.1_final_FULL_XP/data/Objects

I deleted all the .cam files in
- (mod) WAC4.1 Fix/data/Objects


I activated then again my mods with jsgme and relaunched the game and my saving (where all the dials were on 12 hours as well as the hydrophone dial out of use)

...... ..... ....... ....... ......

and It worked ! I got back my saving and the dials problem had disappeared !
