Playable mods not showing up

Hi, first off sorry if I posted in wrong location. I downloaded a few playable mods Russian Subs and Bismarck to be specific. I am on newest version and not using steam. But I am using wolves of pacific. I put the game folder under downloads and then the mod folder is right below SH4 data folder. I then activate one mod at a time in jsgme and then launch the game. Once at both career menus the ships down show up. So I am not sure what i did wrong. I did try to put it under c: drive and then program folders but only the Sierra class mod worked 😒.
