Well, I can now check reading the complete work of Belloc off my to do list. One less thing to worry about...

Well a hammer is one item used by all of those nations and empire also hammers are still in use post 1950. It does not really look like a sickle.
Is this device used to measure?

Nope, although there was some distance measuring involved in its use, up to around 3,000 yards I do believe, although more commonly no more than 900.
