I know that is R2D2 grabber arm.

Looks like a handle at the bottom. Looks almost like a release pin like what some "remove before flight" flags have.

Saftey release pin. The threading throws me.

If not I say cattle prod.

well, was thinking a throttle/shifter control rod for an Inboard/outboard or maybe steering assembly for sailboat..
