The component of the system shown on the photo is on a land, tracked, all terrain vehicle. Operational level elements of the system may be on non tracked all terrain vehicles.

It is not on a ship of aircraft of any kind.

It is not on a railway platform, so I don't think that it would be in. Nor have I seen it in any museum for that matter. Nor is the pic from the museum of any kind as far as I know.

Lost, you said the overall system is involved in surface to air, but this component isn't?

Only thing I can find 1982 is 9K22 "Tunguska-M" Gun/Missile Air Defence System.

Getting stumped...

One of the roles the system does is managing the air defenses of it's level of command. There is another system accepted into service in 1982. If a mod asks me I would give up and give you an answer
