stumbled upon these pictures, a hunch is suggesting this is the 3rd and laid up Tuman the project 11540 yastreb (neustrashimyy FFG) that wasn't completed.
As your in the capital can you shed any light on this?

Also this one looks intresting too the slava class cruiser Ukrania very surprised Russia hasn't got hold of her and tried to re activate her.

As far as I know the third pr. 11540 hull is not in Moscow area, but is in it't parent shipyard.

The last pr. 1164 cruiser would require replacement of all the internal components and hull elements and thus is not worth the price Ukrainian authorities were asking.
