Verification that it foto made during WWII I can not made. During I himself know about submarines, I can say that it submarine was building between WWI and WWII, so during WWI sich submarines can not building. It was techical impossible. After WWII from all submarines guns was delete. So submarine in foto was building after WWI and before end WWII.

I receive this foto from one american man in 1999 year with other materials about unidentifikied few other german and japan submarines from USN during WWII. For example 1 US destroyer during DC attack submarine rise from water wrecks from attacking submarine what she domding DC. Or other when near Alaska other US destroyer DC other japan submarine and see she hull rise from water after explosions DC and after it down into water. All knowlege japan submarine not was in place in time attack DC.

I have not more resolution this foto. Simple - it's single foto what I have to this japan submarine.

If interesting more about unidentified submarines...

I think the picture is of M2 aka X2. British, based on a converted K-Class Hull. Two turreted versions were produced, one with 1x 8-inch gun, one with 2x 6-inch guns.
The one with the 6-inch guns was later converted further as a seaplane carrier, with the hangar replacing the turret.

This could be a rare picture of that submarine before it was converted to the seaplane carrier configuration.

Surcouf was essentially a French copy of the same vessel, though about 10% larger, IIRC.

(Source for this is Purnell's : Submarines since 1919.)

I have no recall whatsoever of the IJN having a submarine in the Surcouf/X2 class, as a U-Cruiser.

Submarine M-1 with gun.

As see - submarine in foto in 2 time more then M-1 submarine/.

And today find in net one more unidentified submarine

HERE something else about HMS M1
I see you link, but submarine M class too small for weapons what can see in to foto unidentified submarine. If you see in size sailors on deck submarine you can see that guns not 203mm, but 305mm in turret. For sich turret submarine M class too small.
