These aren't isolated "Mandatory orders", cities and counties across the country are putting them in place. And for no more reason then they are frightened.

I fear it will already be too late and here in the UK an earlier opportunity on travel restrictions etc. was allowed to go by the wayside, we had between two and three weeks notice from what we witnessed not only in China but countries much closer like Italy and Spain in particular.

Smeesh, if that happens, you'll have to do a lot more than re-assess. If mortality rate of a pandemic were to hit 15-20% with the incubation and transmission rates of Covid-19, you'll be in the middle of a societal collapse. Our society is only three days without food away from chaos.

Making electricity depends largely on coal; getting coal depends on electricity; they all need refineries and key people; the people need transport, food and clean water. If one part of the system starts to fail, the whole lot could go. Hydro and nuclear power are less vulnerable to disruptions in supply, but they still depend on highly trained staff. With no electricity, shops will be unable to keep food refrigerated even if they get deliveries. Their tills won’t work either. Many consumers won’t be able to cook what food they do have. With no chlorine, water-borne diseases could strike just as it becomes hard to boil water. Communications could start to break down as radio and TV broadcasters, phone systems and the internet fall victim to power cuts and absent staff. This could cripple the global financial system, right down to local cash machines, and will greatly complicate attempts to maintain order and get systems up and running again.”

This was the headline I saw on CNN before I turned my tv off
"Trump threaten to adjourn the Congress if they do not agree with him."

Can he do that ?
Adjourn the Congress during a State of Emergency, which he did some weeks ago.

Article II section 3 of the constitution actually states that the president has the power to both convene congress and adjourn them. The caveat, It's very specific and limited.

In layman terms He can tell them to go home for the night, and be back at 0900 in the morning.

As for calling congress back into session, Presidents have done that 27 times.
President adams was the first in 1797, and President Truman was the last in 1948.

25 of those times were to deal with specific issues. Truman however, used it as a political maneuver to win a 2nd term.

So a President can adjourn or convene the Congress
My question is:
Is there a limit to this adjourn or convene of the Congress ?

Yes, following is the full text of article II section 3:


He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.

Please note the words "extraordinary Occasions". This pandemic qualifies.
Had congress been in recess Trump could have called them back,
Congress was already sitting so there was no need to "convene" them.
