Default Modest suggestion: an in-game notepad

I don't know how to mod anything, but I sometimes have ideas during a patrol that I wish I could jot down alongside my patrol log without grabbing for pencil and paper. For example, I need more torpedo men and should swap crew the next time I'm in port. Of course I forget that while handing out medals and going through my loadout for the next patrol.

So it would be good to have a page within the game for observations and wish lists.

yes, it is called pencil and paper pad.
truly old school type of note taking.
not as old as Old Abe's charcoal and wooden shovel, though. but almost.

seriously, Rob, that type of functionality is not part of the game and there is no way to mod it in.
go buy a pack of Bic pens and some Post-its from the local shop or, Amazon, if you are averse to shopping in-person.

Yes it would be nice.

I keep my laptop open for use during downtime while SH 4 runs on desktop.

I use notepad on laptop to take down notes, data for reports etc.

No, 'better'! Use the pencil on the SH4 map. You can change the text of the markers if I remember correctly. Just scribble your thoughts on the map.
