Bingo! The Striated Caracara, a native species of the (still British)Falkland Islands.

Singer Jonathan Meiburg of the group Shearwater, also an ornithologist, has written a new book about Caracaras. I had caught his PBS interview about the bird and his book on the car radio: "Darwin spilled a lot of ink on this creature...."
