Well mainly because he has a long history of being overly touchy-feely with people, especially with females and even more especially with female children. It also serves to highlight the hypocrisy of a silent Democrat media that would be screaming the word to high heavens if Biden were a Republican.

Obamacare mandatory
400 miles of border wall (in spite of furious Democrat created headwinds)
Hundreds of conservative federal judges
Pandemic travel bans
Rapid Federal resource mobilization
Lowest unemployment rate ever
Lowest Black unemployment rate ever
Highest labor participation rate in what 50 years?
And of course he continues to piss off all the right people.

That's just a few positives off the top of my head.

And what are Bidens accomplishments? Please note that the usual vague bromides and platitudes such as those that include phrases like "fighting for" or "supported" etc are not actual accomplishments.
