The Scottish government will be able to issue its own bonds to investors in 2015 as well as having the ability to set its own Scottish income tax rate.

Salmond is still not entirely satisfied and reckons only full independance will suffice.

Not exactly major, increasing income tax has been on the cards for a while. They haven't done it as Scot's don't like paying tax anymore than the rest of the UK does. They'd probably lose votes. The bonds option will probably go over most people's heads, unless it's explained properly.
