I'll lift the secret if you want; I think the game really was only released in Germany so it really is a hard one...

Edit: I'm giving a hint at least: it is a naval/strategy game and was released in the late '90ies, Mobygames says there is also a Russian, Norwegian, Swedish and Dutch version of the game with different names - I did not know that.

Nope, I went into the mobygame's site and tracked it down. Tho, I still dont know if this' the right one, it just was available with all those languages Janus mentioned so decided to give a try.
