It looks very much like the seafoam from Jaketoox, previously available in PE/ROW.
I wouldn't mind seeing that back again. It is by far the best made IMHO.

Are you sure don't mean Seeadlers seafoam Coratio?, here is a link to Jaketoox seafoam which look different.

The new seafoam me and wclear have made is a brand new texture made from a real highres picture of seafoam which doesn't have the pattern which could be seen in the seafoam it does however look abit like Seeadlers seafoam which in my oppinion is the best so far.

And look at the seafoams, there is the huge 200mb seafoam high-res mod from Jaketoox. And yes, the screenshot above in this thread looked like that one.

However completely avoiding some sort of pattern in environment textures is hard to avoid if using the camera from high altitudes, but seen from the boat, they sure look very real. So I look forward to see the new one.
