The one's we have in our "bomb shop" on the boat dont cost anywhere near that much and they are the upgraded "block 4" TLAM's which can be handed over in mid flight to jets and spec ops on the ground for guidance, and as for not having many of them, i beg to differ as I happened to see plenty of these in one of our ordnance depots, and dont even get me started at whats stored underground in the "Rock of Gibralta"
