It can be, but it's not really designed for it. Wouldn't have stopped some men though, in fact I know of at least one man who had a pair of a similar device and did very well for himself in aerial combat in World War II until his capture.

By arms length do you mean the (Missing) radius and ulna and the humerus to the shoulder?
