"By his hand" implies he spent it alone. The President only signs or vetos what Congress sends to him. While he indeed submits proposals ultimately it is Congress who decides what is spent and when.

"to countries like China and Japan" implies that they hold the entire 10 trillion whereas they hold only a fraction of it, a significant fraction but a fraction none the less.

You said he "has nothing to do with it". And he certainly has more influence than just the bill that lands on his desk, don't be silly. Congress sends him the final bill, but saying he has no influence on it before than is not true. Congress is obviously only going to send him something they think he will sign.
