I like 'Private Snafu', but your comment makes it sound like there was a Bernard on the German side. there wasn't - he was invented just three short years ago.

Did the Germans actually have a cartoon character who was a regular screw-up?

Nope, the Germans didn't made anything like that. It would give a picture that Aryans actually screws up sometimes, but thats inpossible. No true aryan would make mistakes, or fail on anything.
