Nah, that's narrow gauge, this pic is standard gauge. Embsay and Bolton, perhaps?

Some more clues might be beneficial, considering there are a multitude of preserved standard gauge railways in the UK, and the locomotive pictured appears to be an industrial locomotive, of which there are a motley multitude of all shapes and sizes.
