Is it part of an aero engine?

Could it be that this was a machine gun sitting on the fuselage of a double decker plane from WWI. And the mechanism we see behind it-was connected to the propeller.

What intrigued me initially was a photo of the 'shotguns shells' used in one. Over 2 U.

Seen it used often but never seen the starter itself - I was thrown at first by the multiple chambers, expecting there to be just one
