That is the key...give the swabs/pond scum the metals and they last longer and crew managment is not issue anymore.

For the most part, you do not make it long enough to exhaust all the medals. But if you keep restarting after you are sunk at the last known save I guess you could get medals for everyone and just run out of things to give the crew other than a large bottle of scotch whiskey.

There is too many medals given out in this game.
So if not deserved someway then dont give them out.
