No it is independent. Funded by the licence fee but as anyone who watches it not afraid to question and challenge the government.

Do you think Paxman would be allowed to grill ministers the way he does if the govt controlled it?

Oh Tony Blair would love to. He'd love to have the BBC like Putin has ORT, Rossiya and other tv channels in Russia.
