It looks like a red light stick. Or it could be a line to activate the vest he is wearing. Tho its at a kinda odd place for that.

As a former sonarman...I'm worried about the chock (sp?) that is letting water run over it.
 In fact, it looks like that's what he's concentrated on. He is tethered as you can see the black straps wrapped around his hips.

I compared it with one of the pictures Bill has put in his package. Looks like a "poller" (german - I'm not sure on the english word for it right now) the thing where you fix the lines when in port for example.
