So, given the fact it will most likely be placed in Murmansk as a museum, and knowing that this is Russia, what are the chances that we submarine fans from the western countries could come and tour k3 without being locked up in a remote arctic gulag?

Plan ahead and enquire with the Russian embassy in your country, be prepared you may not get access depending on the mood and political situation between your two countries. The entire Kola peninsular is very barren but restricted, if it does get placed in Zapadnya Litsa forget being able to see it as the place is off limits to westerners and indeed a lot of Russians

For the record, I'm from Canada. And while Canada has a fairly good reputation across the world, there is some tension between us and Russia recently. Maybe to many loses against us in hockey games :p
I will have to look into that, as I have wanted to visit Russia for some time now.

Ontario is nice, but the weather can be bad this time of year.
I don't know if you've been there yet, or if they've shut down for winter yet, but I'd highly recommend touring the Canadian Tribal class destroyer HMCS Haida in Hamilton.
