On Windows 8.1 I didn't have to enabled Win XP compatibility mode, the only compatibility settings I need were:

Disable display scaling on high DPI settings
Run Program as administrator

I also had to manually force Nvidia Control panel to use my dedicated 970M GPU, as it wasn't switching automatically form the Intel Integrated GPU

Sorry, I'm very clumsy with graphics issues, can you tell me how you did exactly?
I'm going to SH3 after years and look like a rookie.
I need to find information to adjust my best base game graphically my NVIDIA card and my widescreen before starting install MODS.
Could you hep me, please?

To get my Nvidia GPU to automatically fire up wiyh SH3 on my W8.1 machine I navigated to the Silent Hunter Folder and located the SH3.exe file. Right click on the icon and see if you see "run with graphics processor" as an option. If you see this and select it you should be taken to the Nvidia control panel which will allow you to set the graphics processor as the default for the SH3 application.
