In the article link below it shows that not all salvage is kept by the finders...the British government is still undecided on whether to make a claim:

It didn't take too many finds like that for governments to try and horn in on the action when these treasure hunters strike it big.

Errrr...the legal owners have legal rights, every salvage company knows that before they start so no government is horning in on anything

Is that the one where they just lost in court because they stole the spanish gold and smuggled it out via Gibraltar thus causing a big diplomatic problem in addition to the attempt at theft?

I couldn't honestly say because I know nothing of the case other than the details in the article link I posted earlier.
