what, this is a cartoon?

well, the Luger in the front looks pretty recognizable to me
which brings me to the question: what gun does the guard next to the guy with the machine pistol use?

<- gotta go home now, too long at work, too many weird thoughts....

And you will note, no suspenders.

Yeah , it was more like the only smg they had ever seen was a Thompson mob chopper so they just modified that to look a little different.

Personally I think the new costume works. The colors are muted so it looks less cartoony, and the design with the straps gives it a sense of military origin. All in all, Cap looks like he belongs among soldiers in the field. Check it out:

And aren't you relieved that he doesn't have little wings sticking out of his head?

The shield would be...made out of?

Edit:
the thing weighs 12 pounds and is made out of a unique Vibranium-Adimantium alloy that has never been duplicated.
The shield has great aerodynamic properties: it is able to slice through the air with minimal wind resistance and deflection of path. Its great overall resilience, combined with its natural concentric stiffness, enables it to rebound from objects with minimal loss of angular momentum. It is virtually indestructible: it is resistant to penetration, temperature extremes, and the entire electromagnetic spectrum of radiation. The only way it can be damaged in any way is by tampering with its molecular bonding.

Wait, what? From some kind of Nazi super soldier secret weapons program?

Actually I am kind of confused, CA makes his debut in WWII, right? But IIRC Tony Stark found his apparently abandoned shield among Old Man Stark's stuff in Iron Man II, which would presumably be present day or near future, and they're setting up an Avengers thing which would be CA, Iron Man, Thor, and Hulk I guess, but all in present day or near future, amirite? It would have to be, because all the other guys' storylines are already locked into the "present day or near future" setting.

So is this CA movie set in WWII, present day or near future, or both? And if CA starts out in WWII, why is he still around for what I assume will be a present-day Avengers thingy? Does he not age because of what they did to make him a super soldier?

I don;t know those answers but considering the fake WLA war bike and the picture Wess posted at least part of it is set in WW2.

I'd take the wings anyday over that sock in his crotch.

Or is it the velcro zipper that hasn't softened yet due to its newness?

STOP TALKING ABOUT THE WINGS!

All I can think of now is "Captain America... now with wings, for added protection!"

Superhero or pantyliner? I JUST DON'T KNOW!

He already looks rather ridiculous in that suit IMHO, so I have to go with the sock theory.
