I pointed that out after seeing early screenshots and a recent video. It's been one of my complaints since SH2 that the whole point of a harbor is to provide safe...well, harbor (or haven, as in Wilhelmshaven). It should be much calmer in the harbor, and even more so inside a concrete building.

I noticed that there doesn't seem to be a "glassy" state of seas - all patrols I started so far have begun at 0kt reported wind speed, but in all actuality things were quite choppy.

Same happened to me, just dock in first sub pen (the one you start first mission afterwards).
