Agreed. I have been running GWX + OLC environment. Have regularly made night surface attacks on singles at about 1000 meters when it is overcast. Kept my speed down, ran decks awash. Even managed to slip into early war convoys (39 - mid 40) like this, no more than 1500 meters from nearest escort. Again, no moon, cloudy night.

Yes, that should be doable providing the conditions are favourable...low visibility and crews below veteran status etc.

I have done it with heavy fog at the beginning of war, i guess it is too deadly later on when radar comes into play.

The fog certainly wouldn't shield you from radar....only the salty depths can aid you then.
