I had problem like this when I started playing SH3
Game kept crashing so MULTIPLE attempts at unistall/reinstall etc etc and game would not load
XP seems to hold onto files which the registry search does not find
try this

Windows Install Cleaner (Microsoft)
Uninstall game...Do registry clean...Run above prog....If SH3 is listed, select and remove.....Then you're ready for a complete CLEAN reinstall

I had the same problem, but the Microsoft suggestion did not work for me. I finally traced the problem to the InstallShield program and had to delete the key it kept putting back into my registry.

I've had the same problem (vista) but afer an update of starforce I don't have this problem anymore
