Yep, I would agree with that, but he never became a member of the Nazi party. It also mentions that Gunther Prien was a staunch Nazi as well.

I believe the general consensus in replies here is in relation to the Kriegsmarine as a service and not about those few individuals who my have differed from that viewpoint
