When the NASA decided to beat the russians at being the first one to send a man to the space, the challenge to provide astronauts with the best tools soon arose. One of the needs to be met was a writing tool, so the NASA engineers dedicated millions of dollars and hours of work to succed in creating a ballpoint pen that would write 1) Under water or outside the atmosphere, 2) withstanding temperatures of -100F to 150F without loosing its properties, 3) on almost every surface, 4) upside-down.

The russians used a common graphite pencil

I'm still trying to figure out how you found it would not work underwater....as the only circumstance I can think of where anyone would possibly want or need to write underwater....would be an accidentally drowning man wishing to make a hasty will or leave a farewell note.....

Ubisoft Official Announcement:
"It has come to our attention that several collector's edition Silent Hunter IV packages inadvertently shipped with defective pens. The pens involved, those marked "SHII" were manufactured by the Janus Era corp., have been known to suddenly stop working when submerged. A representative from the Janus Era corp. denies that any of their products are defective and and suggests that users simply put the cap back on the pen and then take it off again and it should work just fine."
