I can't find any solid references ATM, but the "Red Right Returning" is US and its territories only - the rest of the world is reversed (of course!). And the Red part is fairly new - it used to be black and green bouys, but they were too hard to distinguish, so the black was changed to red in the '70's - I think. It took a while for the changeover to be completed. They also went to 'can" and "nun" types as well.
However this is all moot - in the war era this was not only the wrong scheme, invariably one of the first wartime acts of any belligerant was to remove all such aids to navigation so as to deny their use to the enemy. |
